After an extensive national search, Kaiser Permanente selected April Tinsley as the Vice President of Clinical Performance. Dr. April Tinsley will have national accountability and provide strategic leadership to drive nursing performance initiatives and strategies through the Program Office Department of National Patient Care Services (NPCS) and work collaboratively with leaders across all KP markets. April will report directly to the SVP, National Patient Care Services & Chief Nurse Executive, and is responsible for leading and operationalizing the national strategy for nursing practice to include monitoring, measuring, and improving clinical and operational performance metrics. This role also leads the management of national consulting services that align to and advance excellence in Nursing Quality & Safety, Nursing Care Experience, Care Without Delay, Maternal Child Health, Pharmacy collaboration, Nursing Clinical Practice, Evidence-Based Nursing Practice, and Scope of Nursing Practice Standards.

April joins Kaiser after holding multiple roles at Ascension in St. Louis, MO. While at Ascension, she held multiple progressive leadership roles at a national system level with responsibility and oversite of 2,600 sites of care, including 142 hospitals and 40 senior living facilities. Her portfolio includes a proven track record in Nursing Leadership, Performance Improvement, Clinical Practice and Operations, Person Family Engagement, and Consumer Relationship Management.
April most recently held the title of National Vice President of Ascension Clinical Operations, Nursing Center of Excellence, where she was responsible for nursing transformation throughout the organization, particularly concerning nursing practice, retention, and leadership development. She was successful in creating the Nursing Center of Excellence and built a community of 60,000 nurses and nursing support professionals across the continuum for them to develop and embrace a growth mindset and create opportunities for nurses to flourish personally and professionally.
April holds a BSN from Barnes College of Nursing at the University of Missouri and an MBA from Lindenwood University. She has also pursued her Doctorate Nursing Practice in Executive Leadership from Baylor University, which she received in December 2023.

The Director, Clinical Care Management (CCM) plans, organizes, implements, and directs case management activities. The director will be responsible for providing oversight and broad direction to case management, including utilization review, social services, and discharge planning for the health system. This leader works closely with clinical staff and medical staff to ensure that patients are classified in the appropriate level of care, monitored during their hospitalization, and have an appropriate length of stay with a discharge plan to ensure safe, high-quality outcomes. The Vice President of Cancer Care will be tasked with providing clinical and administrative leadership and direction for Cancer Care services across the network. The Vice President will serve as the leader of the service line, responsible for overseeing daily operations, personnel supervision, physician relationships, quality initiatives, and supply cost control in the ambulatory environment.
This new leader will also work collaboratively with operational executives in the acute environment to support and execute strategic programs and services within the service line. The responsibilities will include developing and implementing service line strategic plans, program development, contract negotiations, and ensuring the overall system-wide success of the oncology service line.
HonorHealth consists of six hospitals in Phoenix and Scottsdale, Arizona. Five of those hospitals have achieved Magnet status, the gold standard for nursing care, an honor earned by only 6% of the nation’s hospitals. HIGHLIGHTS AND RESPONSIBILITIES:
- Reports to the Senior Vice President & Chief Growth Officer
- 4 Direct Reports, 200 FTEs, and has responsibility for a $200M operating budget.
RESPONSIBILITIES
- Provides leadership in the development and enhancement of Oncology programs and services across the continuum of care.
- Implements key strategies, goals, and initiatives regarding service line financial health, quality, safety, patient experience and physician alignment to enhance system-wide Oncology service line performance.
- Responsible for managing the oncology service line co-management relationship with Arizona Center for Cancer Care. Develops and maintains strong working relationships with service line physicians to help achieve collaborative operational, financial, strategic, and quality initiatives.
- Facilitates the development of centers of excellence and other program certifications, accreditations, and distinctions within the Oncology service line, which foster the most effective and efficient delivery of high-quality patient care.
- Manage and improve service line activity along key performance metrics including volume growth, patient satisfaction, access, quality measures, service line profitability and staff and physician engagement scores.
- Directs, supervises, and motivates personnel/subordinate managers, supervisors, physicians, nurse practitioners, and physician assistants assigned to the service line.
REQUIREMENTS:
- Education: Master’s Degree required
- Experience:
- Required: Minimum of 7 years experience in an Oncology service line leadership role. Development and operational management of healthcare services. Excellent background in physician relationship development and communication skills.
- Preferred: 7-10 years of senior management experience in service line delivery as part of an integrated network preferred.

His expertise lies in leading organizations through strategic planning, developing creative solutions, and implementing improvement initiatives, resulting in cost control and increased patient and employee satisfaction.
